Proposed Canadian
Immigration System |
The following may please be read in continuation to the
article of last week on the same subject.
The proposed legislative amendment to the immigration &
Refugee Protection Act (IRPA) based on 3 Tier system has
since received a favourable response from the senate &
the House of commons thereby making the Canadian
Immigration System more responsive. With the
introduction of the 3 Tier system people with skills for
the jobs available would now be able to reach Canada
more quickly.
The change will not only benefit Canada but is going to
be a boon for all those inspiring to immigrate to Canada
because they will now have more opportunities to find
work sooner, to provide a better life for themselves &
their families.
The government will be establishing processing
priorities after due consultations with the provinces &
stakeholders regarding the shortage of various job
position. After having finalized the priorities of the
various jobs the Visa officers at the different Visa
Posts would be accordingly issued guidelines for their
processing schedules.
The requirement of processing of all applications
through to a final decision would no longer be mandatory
under the new system which will be applicable to the
cases filed on or after 27 February, 2008. This would
automatically stop the accumulation of backlog which was
getting to unmanageable proportions. As a result of the
above new system the time taken for Canadian Immigration
would be reduced tremendously & bring it in line with
that of Australia & New Zealand.
However, it may be noted that the government of Canada
has assured that while implementing the new system, the
Canadian Charter of Rights & Freedoms to protect against
discrimination will be complied with besides
complementing the government’s annual levels plan which
establishes clear target ranges for the number of
permanent residents accepted in each category: economic,
family class & protected persons.
Notwithstanding the above the Canadian government has
assumed that they will continue to uphold their
commitments to family re-unification & refugee
protection.
Finally it would interest all concerned that demand for
qualified workers in Canada is growing rapidly & by 2012
immigration is projected to account for all labour force
growth over there. Two thirds of the available jobs will
require post secondary education as jobs that require a
university level education are the fastest growing types
of jobs. |
