Quebec Immigration Program

A Provincial Nominee Program (PNP) allows different provinces of Canada to nominate individuals who wish to immigrate to Canada and those who are interested in permanently residing in a particular province.

As per the Accord between the Province of Quebec and the Federation of Canada, the former is authorized to select its own immigrants. This restricts the role of the Federation to just granting Permanent Residency after proper verification of the applicant.

In order to immigrate here, one must first obtain a Quebec Selection Certificate. It is important to note that this is not a permanent resident visa and different programs may have different certificates to be filled. Once you have submitted an application for your selection, your qualifications will be assessed at the provincial level. Post approval, your application is submitted at the federal level for security and medical checks. It is only after the approval of the federal level that you are granted a Permanent Resident Visa.

There are majorly three programs under the Quebec Provincial Nominee Program (PNP). These are: -

Quebec Provincial Nominee Program for Skilled Workers

Under this category, the program selects skilled workers who have the education, skills and work experience needed to make an instantaneous economic contribution to Quebec and successfully become permanent residents in Canada.

To be eligible under the Quebec Provincial Nominee program for Skilled Worker category, you must -

  • Have worked for at least six months in the last five years, in a full-time job (or equivalent part-time) in one or more of the occupations that are classified in the National Occupational Classification list, or have validated an employment offer here.
  • Have declared and signed a contract demonstrating that you have sufficient funds for at least three months post arrival in the province
  • Earn sufficient points in the Quebec selection grid to meet the passing mark under the Quebec Skilled Worker category.

Quebec Provincial Nominee Program for Self-Employed Business Immigration

The Quebec Self-Employed Business category allows qualified businessmen to obtain a Canada immigration Visa (for permanent residency) and successfully establish themselves in Quebec by practicing any business activity.

To be eligible for Quebec Provincial Nominee Program (PNP):-

  • You must have legally obtained verifiable net worth of at least C$100,000 along with, where applicable, your married or common-law spouse provided he or she is accompanying you
  • You must have an experience of at least 2 years as a self-employed worker in the business field you plan to practice in Québec.
  • Your and your spouse’s age, where applicable
  • The nature and duration of your academic and professional training
  • Your language skills, personal qualities and knowledge about Québec.

Quebec Provincial Nominee Program for Entrepreneurs

To qualify for Entrepreneurs Quebec Provincial Nominee Program (PNP), you must:-

  • have net worth of at least C$300,000
  • that he/she meets the definition of experience in the operation of an enterprise which is defined as the actual assuming on a full time basis of responsibilities and duties related to the planning, management and control of material, financial and human resources in a profitable and legal agricultural, commercial or industrial enterprise of which he/she controls at least 25% of the equity, alone or with his/her accompanying spouse or de facto spouse, excluding the exercise of such duties in the context of an apprenticeship, training or specialization process attested to by a diploma
  • Submit a business project with a purpose to create or acquire a business in the province

The applicants for this Provincial Nominee Program (PNP) are also assessed on the following basis:-

  • Your age and your spouse age, where applicable
  • The nature and duration of your academic and professional training
  • Your language skills, personal qualities and knowledge about Québec
  • Your ability to conduct a business or steps to acquire one in Quebec.

Q1. What is a Quebec Selection Certificate?

A Quebec Selection Certificate (CSQ) is a document issued by immigration authorities of Quebec which indicates that the person mentioned on the certificate has been selected to live in the territory of the province. The CSQ is not a Canada Immigration Visa and cannot be used for entry into Canada.

Q2. What is the application processing fee?

Those applying under the Quebec Provincial Nominee Program must pay processing fees to the government of Quebec for the CSQ obtained.

There are two more application fees you are required to pay at the federal level of your application. These include the Federal Processing Fees and Right of Permanent Residence Fee. Both these fees are mandatory to be paid by the principal application as well as by any one accompanying (spouse, common-law partner and dependent children aged less than 19 years ). These must be paid before the immigration visa is issued overseas or before the applicant becomes a permanent resident of Canada.

Q3. Why are the requirements different for Quebec Provincial Nominee Program (PNP) than the Federal application?

Quebec, a prominent province in Eastern Canada, is a culturally distinguished province and the only predominantly French-speaking province of Canada. The chances of getting selected majorly depend on your ability and willingness to work and settle in the province.

Q4. If I don’t speak French, can I still obtain a CSQ?

Possibly yes. The selection is done on the basis of points-grid assessment. If you meet the selection requirements without speaking French, you may be considered and granted the selection certificate.

Q5. What are the conditions that need to be fulfilled by individuals who have come to Canada under the Quebec Entrepreneurs Provincial Nominee Program (PNP)?

Once in the province, the entrepreneurs will have to adhere to numerous conditions for at least the first year after obtaining their Permanent Resident status. The conditions are as follows:-

  • Successfully create a commercial, agricultural or industrial business
  • Own or control minimum 25 per cent of the capital equity of that business, accounting to at least CAD$100,000
  • Employ a Quebec resident for at least 30 hours a week. This is not necessary for those engaged in agricultural activities.
  • Actively participate in the management of the business.

Q6. What is the advantage of obtaining a Provincial Nomination?

A Provincial nomination means that your application will be processed quickly and it provides another way of qualifying for a Canada Immigration Visa (permanent residency) apart from the Provincial Nominee Program (PNP) categories.

Q7. Who can I include in my CSP application?

You can include your spouse, common-law partner and dependent children aged under 19 years.

Q8. Where and when does the application under Provincial Nominee Program (PNP) get submitted?

The applications under the Provincial Nominee Program are submitted to the Quebec government office. Once approved, the application is further submitted for a Canada Immigration Visa (permanent residency).

Q9. Do I have to be in the Entry Pool in order to make an application for the CSQ?

No, this immigration process is independent.
