Manitoba Calls Applications from Businesspersons and Investors

Manitoba has started to accept application under its renewed Business Investor Stream (BIS) – Entrepreneur pathway.

Some major changes have been announced by Manitoba Provincial Nominee Program (MPNP) which are as follows:

  • The Manitoba Provincial Nominee Program (MPNP) – has come out with an interim process for investors and businesspersons to apply for Business Investor Stream Entrepreneur Pathway. This process will be there till the time technical changes are being made to the MPNP Online system. During this interim process, the Business concept form, Self Assessment form and the Code of Conduct form can be submitted through email only.

  • Points Requirement – There is no requirement for minimum points to submit the Expression of Interest (EOI) through the interim process. However, an applicant is expected to fulfill the minimum criteria set in the Entrepreneur Pathway.

  • Exploratory Visit – An application is required to undergo sufficient business research to support the plan and application. Preference will be given to those applicants who have undergone an exploratory visit before an application is submitted.

  • Third Party Verification – It is mandatory to have third party verification after a Letter of Advice to Apply (LAA) is received from MPNP authorities. Applicant will incur the expenditure related to the net worth verification report. This expenditure will vary case by case.

It takes nearly two years time period before an approval letter is granted by MPNP, provided the client fulfills all the requirements of the program and that the business idea shared by them is genuine and strong.

Once this is done, it takes nearly another 12 – 18 months before permanent residency for Canada is granted. As per the new change, the authorities will given two years work permit only to establish business in Manitoba.

Historical data shows that Manitoba authorities have approved application that fulfill the following criteria:

  • The applicant has conducted exploratory visit

  • Net worth of $500,000

  • Age limit – 40 – 50 years

  • IELTS CLB 6 for Principal Applicant and CLB 5 for spouse

  • Experience as business owner of more than 5 years

  • Investment of $300,000

After a careful review, it appears that LMIA program is much simpler in nature due to the complex requirements laid down by the MPNP authorities.
